Municipal rights - 1906-2006
Municipal rights - 1906-2006The Year 2006 was a jubilee year for our town. A hundred years before, in 1906, the then existing town settlement Nowa Aleksandria, together with Mokradki and the village Puławy Zarobne, was granted municipal rights. This gesture of the tsar’s administration was not connected with the people’s intense actions but was the outcome of forced concession for Polish people after revolution events of the year 1905. This decision was also caused by the need to strengthen the power and the will to gain the inhabitants’ approval for the tsar’s administrative actions in a place which being until this moment just a town settlement (since 1869) ever since 1866 still as a village was the seat of the poviat authorities moved from the close-by Kazimierz. Prior attempts to change the status of the place were made as far back as the time when Puławy was a private possession of the Czartoryski family, but back then, in 1824, for the proposition of the Congress Government Council Adam Jerzy Czartoryski responds with a motion to postpone the question of granting municipal rights to the trade village Puławy for 6 years, delaying at the same time the need to sustain the municipal authorities. The next attempt to transform Puławy into a town was about to be made not in 6 but in 16 years’ time. In 1840 another application, this time from the Lublin Province Government, did not meet with the Administrative Council’s approval, which held the opinion that the cost of the upkeeping of the municipal authorities will exceed the expected income of the town. We were, then, forced to wait for the municipal rights yet another 66 years till 1906, and still even more (till 1996) for the official crest of the town, though earlier, for over 90 years, the crest of the Czartoryski family (Pogoń Litewska) had been regularly used.
