Puławy - Safe CommunityPUŁAWY „SAFE COMMUNITY” In 2005 Puławy was the winner of the IV edition of the Polish contest SAFE DISTRICT organized under the patronage of the Minister of Internal Affairs and Administration. The aim of this contest was to initiate actions promoting cooperation, as well as improving the methods of securing peace and safety for the inhabitants of towns and villages. Public safety improvement is one of the goals enclosed in the Puławy Town Development Strategy for the years 2004-2014. Puławy was appreciated by the jury for actions undertaken for the sake of security improvement, among others for prophylactic programmes implemented in kindergartens and schools, investments and ecological enterprises realized, safety monitoring in the town, successful cooperation of the police, municipal guard and fire brigade with the local authorities. The inhabitants themselves are included into actions of this type through different non-governmental organizations and associations. MAIN ACTIVITY DIRECTIONS IN SECURITY DOMAIN •State of security analysis and action planning •Prophylactic programmes •Free time organization for children and teenagers •Investments •Town monitoring Initiatives undertaken by the local authorities for the sake of living quality and inhabitants security improvement were subjected to a thorough analysis by the experts from the Ministry of Internal Affairs and Administration who visited our town in June 2005. The objectives are realized in various ways: - On the basis of information from institutions responsible for order and security, from the inhabitants as well as various organizations and councils a systematic analysis of the state of security is carried out in Puławy. Maps of threats have been devised. They are regularly actualized and used by proper services. - Huge emphasis is laid on work with children and teenagers. Prophylactic programmes are considered crucial, directed at different social groups: kindergarten children and primary school children, gymnasium teenagers and secondary school students as well as groups at risk of alcohol or drugs addiction. The “Alternative” programme which includes among others educative, prophylactic and sport classes is realized in the Puławy schools with 60% of the students taking part in it. - Municipal investments are realized to improve security; these include: road modernizations (e.g. roads widening, improving their technical state, number of parking lots increase, vertical and horizontal signs modernization in places of special danger), new street lighting installation and modernization of the existing one, extension of the bicycle routes network. - As for actions undertaken for the sake of road security improvement a programme of traffic moderation is implemented according to which speed and tonnage limits are introduced in the living spaces, retarding thresholds are installed, red-and-white signs are introduced in the vicinity of schools. Moreover, to meet the needs of the disabled people the town has been realising a programme of architectural barriers liquidation based on side-walks accommodation by means of pavewalks lowering near pedestrian crossings, constructing driveways leading to public usefulness buildings as well as introducing traffic lights and sound at the pedestrian crossings. - Ecological enterprises contribute to improving the town’s security such as ecological education of the local society, communal waste management, homeless animals care or rain waters management. - Puławy are monitored by means of a modernized monitoring radio system. Monitoring includes schools and their close neighbourhood, the railway station, venues thought as dangerous and leisure areas. The direct effect of the undertaken actions is first of all a decrease of the number of crimes committed in the town’s borders. Moreover, alcohol use initiation age for children and teenagers does not decrease, the age of drug taking being higher. More and more people are included into prophylactic programmes. The number of non-governmental organizations engaged in security improvement systematically increases. They initiate different enterprises on their own. Actions towards better goods defense are undertaken. In subsequent years these actions will be continued and expanded. Cooperation of units engaged in security improvement will be accomplished while the town’s inhabitants will be widely informed of the realized enterprises.
