DOUAI - FRANCE
 | Douai is the first town Puławy established partnership cooperation with. It is situated by the river Scarpe in the historical French province Flanders, stretching along the North Sea coast. This region had been considered the greatest economic centre as far back as in the medieval times.
Presently Douai, situated by the international route leading from Brussels to Paris, is an industrial town where both chemical and automotive companies function and develop. During the first world war Douai was occupied by the German Army but the town did not suffer much destruction. But at the end of the second world war, a bombing on August 1944 destroyed a part of the town around the station and the buildings of the university founded in 1560 by King Philippe II of Spain, buildings which housed the library and the museum. Fortunately, most of the collections had been hidden and are now being exhibited in the rebuilt in post-war years library and in the old Carthusian monastery (XVIth-XVIIth c.), now being the museum. Today the town can pride itself on the marvellously restored monuments which are its hallmark, among them the Gothic Belfry from the XIVth century, the XVIIIth century Church of St Peter, the Palace of Justice, and the Town Hall.
It shall be added that Douai is situated in one of the most numerous Polish descent people agglomeration. Polish people settling in Douai was connected with the opportunity to find a job in the nearby mines and was largely connected with the semiwar period. Presently Poles inhabiting the town constitute an active national group. „Polonia – Douai” - a folk dance group established by them is the hallmark of the town, the local authorities are proud of the group as its fame exceeds the borders of the region. It is due to local Polish origin inhabitants that Puławy is the twin town of Douai, the effect of this cooperation being the cultural exchange, economic cooperation as well as scientific and job apprenticeships. |  | Puławy Town Council adopted a resolution establishing cooperation with Douai on March 14th 1996. The resolution's basis was the Letter of Intent signed by the Mayor of Douai and Puławy (December 12th 1995). This cooperation is most productive in the culture domain. First correspondence contacts with Douai were undertaken in September 1990. Their aim was to commence economic cooperation which resulted in inviting the manufacturers from the Puławy region to Douai for the exhibition (the cost of renting the stalks and surface management was undertaken by the Trade-Industry Chamber in Lille). In 1992 direct contacts were drawn between „Polonia” Association from Douai and Dancing and Singing Group from Puławy.
Since that time cooperation has also been established with the Photographers Club in Douai. Photographers from Puławy take part in exhibitions organized in Douai every year. The year 1992 is considered as the beginning of the cooperation between Puławy and Douai. The year 1993 was the first year of youth group exchange (the Corot Lycee in Douai and Puławy High School of Prince A.J. Czartoryski). The authorities of Douai founded apprenticeships for the municipal greenery worker and a group of students of the Professional Medical Study. Puławy welcomed members of the philharmonic society orchestra from Douai with a series of concerts. In 2004, in the first days of May, Polish Days were organized in Douai. Delegation from Puławy was invited to take part in the festivities. Twinning ceremony of both towns took place in the Douai town hall, accompanied by numerous Polish concerts and spectacles. |
| COOPERATION WITH DOUAI IN 2010
Visit of youth from Douai
On 18th of May 2010 in the Puławy Town Hall a meeting with youth from our partner town – Douai took place. In the scope of cooperation between Puławy and Douai, the School Complex of General Education No. 1 in Puławy for the fourth time hosted a group of young people from France and their guardians. The youth exchange as a form of work with a group of young people is an educational activity in which youth knows the surroundings, region and culture differences. Programme of the exchange is to develop and establish contacts between Polish and French society as well as practicing the ability of speaking French.
Partner Towns Festival
From 6th to 8th of June 2010 Puławy was visited by delegations of the following partner towns: Nieuwegein (Hollnad), Douai (France), Bojarka (Ukraine) and Dublany (Ukraine). During the visit the delegations visited schools where waited prepared by children performances, lessons and sports activities shows as well as presentation of foreign exchange. The official delegation of Douai which was composed of Marie Delacambre, Bernand Simon, Etienne Grzesiak and Georges Caron visited Complex of Schools for General Education No. 1 in Puławy. This year we celebrated the 10th anniversary of cooperation between Bojarka and Puławy. One of the attractions was a performance in the Cultural Centre of Puławy. Besides the performance of ‘Asgard’ from Bojarka, the anniversary celebration included also performances of Polish groups ‘Etiuda’ and ‘Powiśle’ and planting of a memorial tree. In the celebration participated not only the representatives of Bojarka nad Puławy but also representatives of all the partner towns of Puławy taking part in the IVth Partner Towns Festival, authorities of Puławy and guests. During the jubilee a competition for primary school pupils titled ‘Partnership of towns – what is the most important...’ was settled. During the delegations’ stay in Puławy also the second meeting concerning Polish and Dutch project of youth exchange realised by the Cultural Centre of Puławy ‘Dom Chemika’ with Nieuwegein took place. This time the Polish participants of the project and their parents had a chance to meet and talk to not only the representatives of the Cultural Centre but also the Dutch organiser – Anneleen Verbeek and the whole Dutch delegation. This year’s meeting was another occasion to strengthen the bonds between the towns, to exchange experiences and to talk about future common undertakings.
Visit of a delegation from Puławy in Douai
From 10th to 11th of July 2010 a delegation from Puławy consisting of the Mayor of Puławy, manager of the Cooperation and Social Communication Office, manager of the City council Office and representatives of the City Council at the invitation of our French friends participated in annual Gayant Festival. The meeting was an occasion to make the bonds of friendship between the towns every time stronger. It was also a great opportunity to discuss the plans for the future.
Festival of Partner Towns 4th-7th of June 2011
On 4th-7th of June 2011 the Festival of Partner Towns was organised. Participants of this event were delegations from the following partner towns of Puławy: Bojarka (Ukraine), Douai (France), Dublany (Ukraine), Nieśwież (Belarus), Nieuwegein (Holland) and Stendal (Germany). For the first time the city of Puławy was organiser of the Festival of Partner Towns as the winner of the European Diploma. The meeting, just like each year, was an opportunity to exchange experiences and to prepare plans for the future. On 5th of June there was a Partner Towns’ Football Tournament in which teams from Bojarka (Ukraine), Douai (France) and Puławy participated. The matches ended in victory of Bojarka. During breaks of football matches there were performances of POPCORN – a group of cheerleaders from Stendal. During one of the breaks the final of arts competition for pupils of kindergartens and primary schools titled “Europe for Euro 2012” was announced. It was the second edition of the competition related to celebration of the Festival of Partner Towns. In the afternoon, on the Vistula Boulevard during the Festival of Sea Song GREEN HORN there was a concert of a Dutch group YAZZOO from Nieuwegein. On Monday, on 6th of June delegations visited high schools of Puławy. Teachers and students prepared debates concerning European integration. Some of the propositions were: hare and hounds, charades, discussions, workshops. Among the discussed subjects there were: educational system in France, stereotypes about Polish and German people, sports and exceptional attitudes of sportsmen. In the afternoon delegations had an opportunity to visit the Museum of Czartoryskis where they acquainted themselves with a presentation titled ‘The Czartoryskis Family in the context of Europe’. Certainly, contact which was established between the participants of the meetings will develop and change into a permanent cooperation. During the Festival of Partner Towns there was also a meeting of mayors of Nieuwegein and Puławy during which the directions for future cooperation were set. The guests were also offered to visit the biggest municipal investments in Puławy: The Science and Technological Park of Puławy and football stadium. The Festival of Partner Towns received a co-financing from The Education, Audiovisual and Culture Executive Agency in the scope of ‘Europe for Citizens 2007-2014’ programme.
Helping hand for Puławy from the Mayor of Douai
The cooperation with Douai – our partner town in France has entered a new dimension. During this year’s Festival of Partner Towns celebrated in June, the football team from Douai visited our new stadium which impressed them a lot. After their flight home the footballers shared their opinions about the stadium with their Mayor, who has made an affort to write a letter to Noël le Graët, a new chairman of the French Football Federation. In the letter, Jacques Vernier, recommended Puławy as the accommodation centre for the French team during European Football Championship EURO 2012.
The delegation from Puławy visited Douai
On 9-11of July a delegation from Puławy visited Douai in responce to our partner town’s invitation. The delegation of Puławy consisted of Grzegorz Nakonieczny – Deputy Mayor of Puławy, Elżbieta Grzęda – Town Treasurer, Elżbieta Szymańska – Vicepresident of the Town Council and Teresa Gutowska – Chairwoman of the Revision Committee of Town Council. The visit was related to the annual Gayant Festival organised in Douai. Our delegation had also an opportunity to meet the guests from other partner towns of Douai which also participated in the festival.
